CITY RULES
This document supplements the in-Discord official rulebook. It covers heists, shootouts, gang wars and negotiations. It does NOT replace PD SOPs or Gang SOPs - read those too.An updated Rules document can be viewed here: View Rules
General Conduct

No Value Life (NVL) is bannable
Your character values their life. Running at an armed group with no weapon, jumping off buildings mid-arrest, or sprinting into PD guns-blazing without a plan = NVL.

No Random Deathmatch (RDM)
You need a roleplay reason to attack another player. Build the scene - escalate with words, threats, consequences. Not muzzle flashes.

No Vehicle Deathmatch (VDM)
Running people over isn't content. Using your vehicle as a weapon in a non-scene moment is a ban.

No Metagaming
Streams, Discord calls, twitch chat - none of it exists in the city. If your character didn't hear it in-game, your character doesn't know it.

No Powergaming
Don't force outcomes. "/me stabs him in the neck" doesn't end the scene - your target has to respond. Give them room.

Cop-Baiting is a Ban
Don't burnout in front of PD for kicks. If you're committing crimes to provoke police, expect the stop to be real and the consequences to stick.

Fear RP
A gun to your head changes your posture. Respect weapon leverage - hands up means hands up.
Memory Rules

Bleedout Window
You MAY remember events if you were still bleeding out (within the 5 minute timer) when EMS revived you.

Full Down
You MAY NOT remember events if you were flat on your back (within the 1 hour timer) when EMS helped you up.

Gang-On-Gang
Gang-to-gang activities during active conflicts are remembered regardless of bleedout state.

New Life Rule
If you chose "Respawn at Hospital" you forget everything from the scene that put you there. Full stop.
Active Scene Restrictions

No Helmets
Neither PD nor criminals may wear helmets during an active scene.

No Shoes Removed
Shoes stay on. No "just-in-case" barefoot glitch cheese.

No Explosives
No C4 or other explosives (grenades excluded) may be used during scenes.

One Hostage Max
Maximum one hostage per scene. No hostage chaining.

No PD / EMS Hostages
Police and medical personnel may not be taken hostage at any time.

Demands Cap
A scene may include up to 2 demands from: clean chase, safe passage, weapon restrictions, equal numbers, no air support, class changes, location changes.
Safe Zones

What is a Safe Zone?
Crime-free areas where active gang conflicts are suspended. No robberies, no shootouts, no hostage grabs.

Current Safe Zones
Hospital, Mechanic Shop, all legal businesses, Alta's apartments, PD station, mining areas, and foundry interiors.

Re-engagement Timer
After leaving a safe zone, there is a 3-minute cooldown before you may initiate hostile action against someone who was inside it.
Tsunami Window

Pre-restart Scenes
No new scenes may be started in the 30 minutes before a scheduled restart.

Post-restart Scenes
No scenes may be started in the 30 minutes after restart - let the city settle.

Continuing Scenes
A scene already in progress must end gracefully before the pre-restart window.
EMS Protocol

Scene Clear First
EMS will only respond once a "scene clear" call has been sent out by PD or the involved parties.

Patient Consult
When PD wins a scene, they must allow EMS to ask the patient how they are feeling BEFORE detainment begins.

No EMS Interference
EMS is never a target. Shooting, robbing or obstructing EMS is an instant ban.
Heist Rules

PD Ratio
PD will always be one more than the criminal count on scene (3 crims → 4 PD max). The ratio applies at scene start.

Weapon Tiers By Heist
Class-tier weapons are assigned per heist type. See the in-Discord heist matrix before engaging.

Declare On Start
Heists must be declared in the appropriate Discord channel at start, with timestamps. Post-hoc declarations are invalid.

Cooldowns
Major heists (banks, jewelry) have a 4-hour city-wide cooldown. Plan your crew around it.
